  • Any person/s causing a disturbance will be removed from the venue.
  • We reserve the right to refuse admittance to any person or persons.
  • No animals are permitted.
  • Alcohol is not to be carried or consumed within the confines of the venue.
  • Should it be necessary due to weather, mechanical, electrical or any other unforseen  circumstance to abandon a Speedway meeting before four (4) races are completed a cancellation pass will be issued. No money will be refunded under any circumstances.
    The cancellation pass will not be valid for use at any National Title meetings.
  • Speedway racing can be dangerous,  and all persons attending a meeting do so entirely at their own risk!

PURPOSE
The Gisborne Speedway Club (hereafter referred to as GSC) has an obligation to ensure its members, competitors, pit crews, officials and members of the public can participate in speedway without their safety being compromised by people under the influence of drugs or alcohol.
The aim of this policy is to provide adequate steps to ensure the effects of drugs and alcohol at the GSC are managed to the best of the GSC abilities.

SCOPE
This policy applies to all people in the pit and track areas from the time the pit gates are open for a meeting until after the last SNZ controlled race of a meeting (hereafter referred to as a meeting).
By choosing to be in these areas at a meeting it is part of this policy that anyone asked to undertake an alcohol and drug test consents to do so.
Any tests conducted are to give an indication if alcohol and/or drugs are in the persons system or not.
A positive indication results in the person being referred to the SNZ Steward of the meeting and subject to section G9 Liquor and Drugs of the SNZ General Rules and Regulations. This may require “on site” testing as per AS/NZS 4308 to be carried out.
A refusal to undertake a test will be deemed a positive indication.

REASONABLE CAUSE
Any person in the pit or track area for a meeting may be asked to submit to a drug and/or alcohol test as a result of reasonable cause. Examples of, but not limited to, reasonable cause are where a person is reported to be under the influence of drugs and/or alcohol, is seen to have consumed drugs and/or alcohol whether in the pit/track area or not or their behaviour indicates they may be under the influence of drugs and/or alcohol.

PIT AREA
The consumption of alcohol or drugs in the pit area during a meeting is strictly prohibited.
Anyone seen consuming alcohol or drugs, or as a result of reasonable cause, will be removed from the pit area.
If a dispute arises over consumption, tests may be carried out.
If the person is associated with a race team that team will not be permitted to race for the remainder of the meeting. If the race team is not able to race or have completed their racing for the meeting they will not be able to race at the next GSC meeting.
If the person is a race car driver they will be required to undertake an alcohol test or drug test or both.
The person will be referred to the Steward of the meeting and subject to section G9 Liquor and Drugs of the SNZ General Rules and Regulations.

DRIVER TESTING
The GSC will carry out random testing of race drivers at race meetings.
A driver is deemed to have consented to a test by entering the race meeting.
At the drivers briefing, a class or classes selected by the GSC will have the names of drivers randomly drawn from the vehicle checking forms.
If a driver is noted to be consistently late at submitting their vehicle checking form they may be asked to submit to the tests.
For championship or major meetings, the feature class or classes may have the drivers names drawn from a hat.
Drivers selected will be subject to an alcohol test or drug test or both.

NOVELTY EVENTS
All drivers of novelty events (50 lappers, demo derbies etc) are subject to alcohol and drug testing.
Just prior to the race the drivers will be called together and the names of drivers randomly selected for an alcohol test or drug test or both.

ACTIONS FOR A POSITIVE INDICATION
If a driver returns a positive indication they will not take part in any racing at the meeting.
The driver will be referred to the Steward of the meeting and subject to section G9 Liquor and Drugs of the SNZ General Rules and Regulations.
If, as a result of any SNZ actions, the driver is suspended from racing and at the end of the suspension enters an event at Paradise Valley, they will be asked to undertake alcohol testing or drug testing or both before being allowed to race.

GUIDELINES FOR TESTING

ALCOHOL TESTING
Alcohol tests are carried out using a “BreathScan” alcohol tester.
These are available from:
Advance Diagnostics NZ Ltd, Phone 09 274 8060.
The person supervising the test must read the instructions contained with each test kit before carrying out the tests.

Safety Precautions:
The person supervising the testing and handling the tester must wear gloves.
When the testing is complete the tube and gloves should be placed in a plastic bag and then disposed of in a rubbish bin.

Step 1. A “GSC Alcohol & Drug Test Record” sheet must be filled in before the test takes place for each person taking the test and placed in a readily accessible place.
Step 2. Explain the test process to the person taking the test.
Step 3. Get the person taking the test to submit the test sample as per the instructions.
Step 4. Once completed place the tube by the person’s “GSC Alcohol & Drug Test Record” sheet.
Step 5. Wait the required time and observe the crystals.
Step 6. If negative advise the person accordingly. If positive advise the person of the positive result and the action being taken as per the policy.
Step 7. Place the “GSC Alcohol & Drug Test Record” sheet” in the appropriate section in GSC Alcohol and Drug Information folder.
Step 8. Dispose of all materials safely.

DRUG TESTING
Drug tests are carried out using a “DrugSmartCup” drug tester.
Urine sample pots are used for obtaining a females sample.
These are available from:
Advance Diagnostics NZ Ltd, Phone 09 274 8060.
The person supervising the test must read the instructions contained with each test kit before carrying out the tests.
If a female is being tested sample pots are available for sample collection. The sample is poured from this pot into the DrugSmartCup container. The sample pot is disposed of as for the DrugSmartCup container.

Safety Precautions:
The person supervising the testing and handling the pot and/or container must wear gloves.
When the testing is complete the sample pot (if used) and the DrugSmartCup container contents should be emptied into the toilet bowl and the pot, container and gloves placed in a plastic bag and disposed of into a rubbish bin.

Step 1. A “GSC Alcohol & Drug Test Record” sheet must be filled in before the test takes place for each person taking the test and placed in a readily accessible place.
Step 2. Explain the test process to the person taking the test.

The person supervising the tests is to observe the sample being passed into the sample container or pot, from a position where the container or pot is visible to ensure the sample is not contaminated in any way, but the person’s privacy is maintained. For males this will be from behind and for females it could be from the front but to one side.
If there is any attempt to contaminate the sample i.e. dropping a container or lid into the toilet bowl the test may be, repeated or taken as a positive result.
If a person is unable to pass sufficient urine for a valid sample the person supervising may use their judgment to either end the testing or advise the person that a sample must be submitted before the end of the meeting.

Males:
The person is to take the container into a toilet cubicle, remove the lid and place it on the top of the cistern. They then pass a sample into the container and when finished place the lid on the container, screw it securely and hand it to the person supervising the test sample.

Females:
The person is to take a sample pot into a toilet cubicle. They then pass a sample into the pot and when finished pass the pot to the observer. The observer will pour the sample into the DrugSmartCup container and screw the lid on securely.
Step 3. Get the person to submit the test sample.
Step 4. Once completed place the container by the person’s “GSC Alcohol & Drug Test Record” sheet.
Step 5. Wait the required time, tear of the cover strip and observe the result lines.
Step 6. If negative advise the person accordingly. If positive advise the person of the positive result and the action being taken as per the policy.
Step 7. Place the “GSC Alcohol & Drug Test Record” sheet” in the appropriate section in GSC Alcohol and Drug Information folder.
Step 8. Dispose of all materials safely.
